Each nation elects its own king. The election calendar is announced in the news.

The election is run at the [Election Official] Roben NPC of both castles: the candidate list, standing and voting.
CANDIDATES
Who can stand?
The leaders of the nation's 10 strongest clans are senators and choose the candidates. A clan can have only one candidate.
VOTING
Who can vote?
To vote you must be at least level 50 and have premium. Each account votes once.
THE KING'S POWERS
Taxes and the king's cape
The king sets the nation's tax rate and manages the treasury at the [Grand Chamberlain] NPC of the castles. The white king's cape with a golden edge is not sold; it belongs to the king alone.
